Idk but according to Psypokes, out of the estimated 400 squares of water on Route 119, Feebas only appears in 6 of them. And these 6 squares are random.
Take your time! feebas is definitely worth the time! The 6 tiles can be randomized by changing the trendy phrase in dewford town. Personally, i fish for a tile 2 times before moving to the next tile since feebas only has a 50% chance of appearing in that particular tile.
