Not really no. Chart position wise, yes but Beyonce is a better album seller than Rih in North America, South America, Australia, and Asia (or at least Japan) while Rih does better in Europe. Beyonce has sold far more albums than Katy outside of the U.S than Katy.
The only reason why you are saying that touring is different is because you know that Beyonce outperforms Katy and Rih (and every other pop girl aside from Madonna and Celine) outside of the U.S. If the Mrs Carter Show had underperformed, you know darn well that you and everyone else on ATRL use that as a testament to how "local" she is.
