A free fall that still manages to put her on par with Rihanna's album sales, looks to keep her on par with or above Rihanna's touring, etc.?
Let's not forget that her SXSW performance managed to create international headlines, and inspired one of Katy Perry's tour backdrops. She can still create buzz with interesting ideas.
A decline isn't unheard of nor is it the end. Madonna after tackling a **** storm of bad press and hate never seen before managed to reinvent her image. Let's ignore Madonna here for a second as she showed more consistency leading up to Erotica. Take Britney Spears for example. She saw a major decline, but she was still able to rise up. She wasn't able to sustain it because she was far too damaged mentally, her performance ability dropped significantly, and her passion died.
Gaga damaged her brand with Born This Way, but it's not like homosexuality is such an anomaly now that people will hate her, then seemingly forget about her (note: see the part of my post about major SXSW headlines). Her success and possible resurgence lies in her decisions.
