She had a higher ranking than Britney because she sold more albums in the USA. If we are talking singles (which is what the question is really about) then they are about even.
Britney had 3 top 20 singles while Beyonce had 6 top 20 singles, but Beyonce did release twice as many singles and had a re-release....
ANYWAYS, Telephone ft. Britney would have hit #1 in the States, no doubts about it.
