Gaga sings on the remix though, and she sings the parts she wrote, so that's kind of her song as well. It's a little different from writing a song and giving it to someone else

Katy had vocals on Nicki's song until she wasn't available to promote, so there goes that credit for her. So I guess congrats to Katy and Gaga for writing for Britney.

Because all these pop girls are more talented than Katy, and they knew that to get a quick pop hit they needed to hop on one of Katy's generic but obvious pop smashes.

Interesting!
Also, both songs mentioned in the OP have multiple writers, so how do we know if Katy really wrote the songs or just contributed a small portion of them?

The final version on the album didn't have her though so you're kind of reaching. I'm sure Katy recorded demos for all the songs she wrote so the ones singing it knew the melody. Was that bit about her being unavailable to promote confirmed by the way?

There's a variety of reasons:
Some main pop girls, like Britney, are not primarily writers. She has written a few of her own songs, but it makes sense that someone who is not primarily a song writer would not write songs for other people.
With artists like Christina and Mariah, they care more about their career than someone else's. They COULD write a bunch of hits to give away, but why do that when they can fully realize their personal vision for the amazing songs they write? Basically, they're true artists and not the used car saleswomen of pop music. They write to realize their own vision, not to sell their songs at a shady pawnshop/auction their music off to the person most likely to get a Grammy
And Gaga has written for other A-Listers.
