Well..this rule is kinda a bit extreme.
I think they should let these acts get in if the song is TRADITIONALLY DANCE. Not Dance-pop or otther hybrids. If it's a full on Dance song they should get in.
No, songs like S&M, Hold It Against Me, Born This Way are NOT Dance.
But songs like Till the World Ends, We Found Love and Heavy Metal Lover are.

Basically, the dance categories was the only category Britney had a chance to be nominated in this year (TTWE has Best Dance Recording Grammy written all over it). Same with Gaga and Born This Way having a chance to win Best Dance / Electronica Album since Adele will slay in all the rest of the categories.
