Sure, most bullying is probably harmless for the most part. Just like how messing around and wrestling is usually harmless, but there are those cases where something goes terribly wrong or too far and someone dies (even if it's a mistake).
The law would be for severe bullying cases: When people actually get hurt. Obviously it would be up to the court's decision if said bullying was truly harmful or not or if the harm must be physical harm or emotional harm or whatever. I wouldn't expect every bullying case to result in severe punishments, just the extreme ones that deeply affect people's lives.
