Like I said, there is still a disconnect w/ Britney and the general buyers. Unlike other popstars these days that use the "relateable" angle, Britney is only using the music. People don't just buy the music but they buy the image also. It's unfortunate bc Britney's marketing this era is to focus on her music and only that.
The sales aren't that bad, her album is still awesome (in my opinion at least) so it's all good, TTWE is climbing the charts so she can have good longevity
