It's a bit confusing but I think that the way the rows are set up that Bey has no one in front of her. Probably the same for Rih too. It just leaves room for the cameras to pan around in front of the stage to have the rows staggered

But Rihanna as two rows in front of her so she's sitting in the 3rd row.
