Why do most of the new Fairy pokemon have rubbish stats and horrendous movesets?
Because they just introduced it
Dark and Steel types had still no good moves until like gen 4 and other types still struggle to have a diverse movepool (Dragon, Ghost for example)

That doesn't justify the rubbish stats though. When Dark and Steel were introduced we got Skarmory and Tyranitar right off the bat
