no, it's not. stop panicking.
it's just a slower day, that's it.
it's sent to urban and rhythmic and they're very supportive especially taking into account DIL is still being strongly supported by those formats.

If anyone is to be blamed for anything it's her and her team who have been quite messy this era with singles. They need to send this to POP ASAP. I'm affraid another DIL situation is coming; pop starts playing partition after it starts declining on urban and rhythmic.
And outside of the USA, this era singles wise is even messier.

A.) Partition has been picked up and reported as a single in a few countries (although nothing official, maybe speculation?)

B.) DrIL is being sent to some countries

C.) Blow is being marketed in some countries

So what is the single?

I've also heard that they are working on a summer single campaign for "Blow"...

Maybe they're holding off for something? Maybe that is why DrIL is getting a release now in some areas?

Somehow I believe Beyoncé told Columbia to handle the singles while she's touring and she would perform them once in a while since she doesn't care about much how they perform on charts.
Otherwise she would take the wheel and wouldn't let this mess happen.
