Inspired by the Fritz Lang classic Metropolis, this video had a lot of input from Madonna herself, on which she comments:

This one I had the most amount of input. I oversaw everything—the building of the sets, everyone's costumes, I had meetings with make-up and hair and the cinematographer, everybody. Casting, finding the right cat—just every aspect. Kind of like making a little movie. We basically sat down and just threw out all every idea we could possibly conceive of and of all the things we wanted. All the imagery we wanted—and I had a few set ideas, for instance the cat and the idea of Metropolis. I definitely wanted to have that influence, that look on all the men—the workers, diligently, methodically working away.

The video opens with the view of a city populated with skyscrapers, intermingling railway lines and aero-crafts. Madonna appears on the back of a statue of a swan, and utters the line: "Come on girls, do you believe in love?" This is followed by the chorus, showing the interiors of the factory where the male slaves work. Their torsoes are shown, as they strip off their shirts. Madonna is then shown in a light-green gown, holding a black cat in her lap, looking across the factory from her sitting room. As she sings the first verse, the workers perform choreographed dance routine inside the factory.
With the beginning of the second verse, Madonna moves into her bedroom, wearing a black corset and stockings. She moves behind white screens and dances in suggestive manner, her silhouette reflecting it from the other side of the screens. In the meantime the worker continues to think about Madonna's voice and dreams of her eyes amidst smokes. He then sees Madonna standing atop a long flight of stairs inside the factory, wearing a pinstripe suit and displaying a monocle glass. She dances on a platform, holding her crotch sometimes, as two men pull at levers beside the steps. In the meantime, the owner of the factory listens to live musicians in his room, as Madonna is shown lying naked on her bed, with one end of a chain attached to her neck, the other end going long down into the factory.
As the final verse of the song begins, Madonna is shown crawling on the floor among her furniture, the scene interspersed with Madonna sitting on a sofa and smoking. A boxing match starts among the other workers of the factory, as Madonna is shown sitting naked on her bed. The worker reaches her room, takes her into his arm, and makes love to her as the door closes behind them. The owner of the factory using the same monocle glass sees the empty position where the worker was and looks up at both the worker and Madonna, who are having sex. The video ends with a last shot of the city-line, with Madonna's eyes above the sky, and the epigraph saying ''Without the heart, there can be no understanding between the hand and the mind''.

Very impressive video. I like it a lot for the Metropolis inspiration, but also the parts in which she portrays a more masculine persona. It completely deserves to be this high. I think this is the definition of how to do a big pop video, with all the decors, props and extras. It's amazing. Everytime I watch this video, I'm greatly amused: it's like watching a mini-movie. I'm glad this one made it this far, it totally deserves that.
Oh, and how ironic is the line don't go for second best, baby now...

Filmed in black-and-white, the video recalls the look of films and photography from The Golden Age of Hollywood with the use of artwork by the Art Deco artist Tamara de Lempicka and an Art Deco set design. Some of the close-up poses recreate noted portraits of such stars as Marilyn Monroe, Veronica Lake, Greta Garbo, Marlene Dietrich, Katharine Hepburn, and Jean Harlow. Several famous Hollywood portrait photographers whose style and works are referenced include George Hurrell, Eugene Robert Richee, Don English, Whitey Schafer, Ernest Bachrach, Scotty Welbourne, Laszlo Willinger, and Clarence Sinclair Bull.
The black-and-white video, set in Art Deco-themed 1920s and 30s surroundings, starts off showing different sculptures and works of art, as well as Madonna's dancers posing.
When the dance section of the song starts, Madonna turns around, and, similarly to the lyrics, strikes a pose. The video progresses, and images of men with fedoras, Madonna wearing the controversial sheer lace dress and other outfits, follow. As the chorus begins, Madonna and her dancers start to perform a vogue dance routine. After this, other scenes of Madonna in different outfits and imitations of golden-era Hollywood stars progresses, after which there is a scene with Madonna's dancers voguing. Finally, after this scene, Madonna can be seen wearing her iconic "cone bra" from the Blond Ambition Tour, after which she also performs a dance routine with a fellow dancer. As the rap section begins, different clips of Madonna posing in the style of famous photographs or portraits of Hollywood stars, begins, ultimately followed by a choreographed scene with her dancers.

I love how this video contradicts in its amazingness with the last few videos. Instead of having high budgets and featuring a lot of props and all, this one is very simple, mostly featuring only Madonna and her dancers vogueing. I quite like it. It's, just like one of the previous videos, Madonna as everyone knows it.
BUT: I actually think this video doesn't really deserve to be number 1. Besides all the praise, legacy, et cetera it's somewhat basic and not that impressive when viewing it. Oh well, let's just deal with it.

With the victory of ''Vogue'', the Madonna Videography Countdown has finally come to an end! I'd like to thank everyone who submitted votes and everyone who was kind of enough to bump everytime I uploaded new results!
Things you did NOT know about this countdown...
... ray of light seemingly has prophetic abilities, since his submission contained all of the top 10 bar ''Bad Girl'' AND he correctly guessed the top 6 except for #2 and #1.
... DrownedWorld must've had a hard time seeing the results, as only ONE submission in his ballot made the top 10... which was #10.
... ''Vogue'' has been the reigning #1 from the very beginning. I did not vote for it on purpose.
... Only 6 persons did not vote for ''Vogue'' (madonnas, ashuduff, DJ Wolff, myself, DrownedWorld and Clump). The same amount of people did not vote for ''Express Yourself'' either.
... ''Express Yourself'' was #1 in 5 ballots: more than any other video.
... ''Girl Gone Wild'' has been close to the top for quite some time, but it sunk to #19 in the end. (THANK GOD IT DIDN'T GET WORSE.)

what a countdown, i would prefer express yourself as her best video but everybody knows that vogue is legendary, and when anyone thinks of madonna Vogue is the first video everybody thinks.
congratulations for the marvelous Countdown =) so exited everyday with it!!!!!
and yessssssssssssssssssss MUSIC ALBUM is a materpiece i love it so much and it is as marvelous as the otrer masterpiece ray of light
