This is incorrect.
Pre-orders do count for Billboard on release day, they just don't chart on iTunes's album chart anymore. Same for singles, it counts as a single purchase, but when the album is completed (Complete My Album effect) that sales are subtracted.
For example for Applause:
Week 8: 109,000 (#9)
Week 9: 100,000 (#8)
Week 10: 89,000 (#9)
Week 11: 80,000 (#7)
Week 12: 77,000 (#10)
Week 13: 4,000 (#10)
Week 14: 63,000 (#9)
Here the sales are only 4,000 because all the people who pre-order ARTPOP and instantly got Applause are being subtracted. But for albums preorder numbers are 100% included into the final BB200 tally.
