Some Selena Gomez fansite on Twitter said so. They have 92K followers so i find them legit. And Selena named this a "World" tour, i'm sure she wouldn't dare to call a tour that visits the US & Canada only a World Tour 
EDIT: But apparently, those dates are not getting announced today. Some people say they can already see the dates on her website and it's only the US & Canada dates. So we'll have to wait sadly!
