In short, no
IP addresses that are the same does not mean that the users are the same
Dynamic IP addresses can result in two different users having the same IP address depending on how frequently the IP is altered
In addition, some users may use the same IP because they share the same internet connection (common in student housing situations)
Checking other attributes is really the only way to do it
For example, vBulletin allows the mods to inspect cookies, as well as add additional features that may include extra checks to detect if a user may be making multiple accounts
