Thats because probably Interscope wanted it as a single . And I dont blame them. If I didnt understand english and heard this song, I would say it is a smash waiting to happen. Its just a big song. Also another thing: Gaga has that idea that lots of her fans are "artistic" and like to create things. I do think she has more artistic fans than others but not everyone is artistic.
And lately she has pushed that "you can create your own things", "just do what you feel you are at best", the app, etc.
In the end I just think she needed something to define the album. Just like BTW was all about being free and standing up for what you believe in, ARTPOP is all about finding a passion in yourself.
I don't really care about Art though tbh so whatever.
