While I can see where you're going with this, I'll note that Kukui himself doesn't have one of these allegedly significant bracelets, which really could be anything anyway (they were most recently theorized to be for the purposes of this "synergy" or "synchro" whatever). Rockruff simply seems to fit the bill for the cutesy Pokemon every professor uses to introduce the game. Pikachu might very well just be using Charge Beam or something as well since it learns it by TM, or a regular new move.
The only reason I'm really averse to giving this theory any credence is because this, much more than some sort of new Synchro evolution or power up, would basically turn the game on its head if it was extensive enough. Giving starters and other major Pokemon access to a fifth move at all, especially if it's a particularly strong move, would mean a lot as far as both in-game play and the metagame.
I'm also not sure there's really any evidence for this just yet - it's basically being derived from the relatively small items of Kukui's specialization and that one screencap, which is potentially already contradicted by another screencap we have. The bracelets could be anything from new key stones to "synchro stones" to something that nobody has theorized yet.
A separated field skill that's not usable in battle is something I would be completely open to; we need to be able to give Pokemon solid, effective move sets for more challenging battles without worrying that we're wasting a slot or without wasting a whole party space on an HM slave.

It's been 6 generations of this already, something needs to change with that.
