Tru dat. I would love them to be at much lower levels.
Maybe one day they can introduce the Legends at really low levels in a New Game Plus mode as a difficulty challenge? (By challenge, making it a choice to use the Legend at whatever point in the game since they gain EXP slower than most).
Partly because they're so readily available at that point to be used against Gyms/Pokémon League when you catch them initially in the current games (having them at a lower level would then force you to decide if its worth taking the time to train them instead of just adding them and using them without consequence).
