2 appear before the E4 3 can appear after the they beat the E4 but sometimes the 3rd Poekmon is rare (Kalos staters or Milotic)

But he has a nice 90 base Speed, even though he seems more like the defensive kind. I'll just go with this Modest one, anyway.
