It's insane that just a few months ago, songs with 3 million US streams in a week were considered rare, yet now 4 songs did it this week and one of them is less than 200K away from 5 million

I wish Spotify would give artists the option of only being available on their paid subscription plan. I am a fan of On Demand streaming, as I find it to be more relevant to the song itself than video streaming, which is why I argue On Demand should weigh three to five times heavier in the Hot 100 formula than the streams originating from video sources.
At the same time I can understand the argument from artists, including Taylor Swift, who make next to nothing from the website, but could make more if they were only available on the paid subscription side. Since Spotify ownership is unwilling to work with one of the biggest music stars on the planet, the website unnecessarily leaves money at the table.
Spotify needs to keep all of its options open and available on the table for artists in the coming weeks, months, and years. Giving artists the choice to remain available solely on the pay for play side is one proposal worthy of implementation.
Artists have complained for years about the lack of return on numerous streaming websites. This makes keeping your musicians happy while still staying fair to your customers with a fair monthly subscription fee is vital for survival. I have Spotify, and while I have not used it in several weeks, I do think I need to practice what I preach and upgrade to the paying membership.

Agree on almost everything you said except that part where you mention video streams. Sites like VEVO or YouTube are really big around the globe and their biggest market is the US, where they get the most of their views or visits from. If a song gets more than 24 million views on a week, that should be enough to determine it is popular enough to be on top of the Hot 100 or at least top 10. There are people, mostly young teenagers, who can't afford On Demand streaming sites.

Do not worry, check out these calculations: If a song received 24 million video streams, that would equal 8 million On-Demand Streams with a 3:1 ratio, 6 million On-Demand Streams with a 4:1 ratio, and equal 4.8 million On-Demand Streams with a 5:1 ratio.
Songs with a high level of video streaming would still get a lot of streaming points. This would just help to equal out how the points contribute to the Hot 100 formula.
A 3:1 ratio would make the average video songs equal, while the 4:1 ad 5:1 would give On-Demand the edge, unless there is a very high number of video streams, like the 24 million figure you gave above.

Why isn't Ciara's "I Bet" on this? It streamed about 2.5 million throughout the passed week.

It's a cute idea but it goes against Spotify principles. Being a "freemium" service is their differential and other on-demand streaming services are/have starting to copy it.
