Blasphemy, the 3rd Gen games + Pokémon are one of, if not, the best.

For me;

3rd Gen = 2nd Gen (+HG/SS) > 1st Gen (+FR/LG) > 5th Gen = 4th Gen

This is my exact ordering as well, except I might even put 5 above 1. I absolutely abhor generation 3. I can't even play ruby/sapphire/emerald anymore.

2nd generation is not that good IMO

It depended almost entirely on the pokemon from the previous generation because the new pokemon couldn't stand out on their own. Besides Houndoom, Xatu, Tyranitar Ampharos and the new eevolutions most of the pokemon from the 2nd generation are trash and the starters were pretty weak and basic.
