Glacia isn't an old lady.

Her team was almost the same structure as in RSE; the only reason she was easier is because she had two Froslass instead of two Sealeo, which at the time I think presented a much stronger challenge to RSE players.
I think they compensated for making her weaker by giving Drake and Phoebe stronger teams, and thankfully leaving Sydney alone.

Because that's what the Elite 4 are. I understand the desire for change and I don't discourage changing systems, changing conventions of the series, but this is something deeply ingrained into the fabric of the games' culture - Gyms and the Elite Four go hand in hand, and are meant to represent mastery of a type. I just don't feel comfortable with any change to that particular system just because we're hitting the 20 year mark.
One could make a good argument about having the Elite Four represent different competitive team archetypes, but that would create a much harder game for casual players than I think they want. I would be eager to see implementation of that in a hypothetical challenge mode and I would love to face them with that sort of theme - but ultimately, most of the consumers are still kids and to them, this system of one E4 member = one type isn't as old and worn out as it is to you or me, you know? We're just not the target market, and I think sometimes what we want doesn't align with that target market.
The games should inarguably get tougher though. I haven't played through B2W2 in challenge mode, as I have to beat Black 2 first and that's a hassle, but I have a feeling that the Gen 5 challenge mode is what people in our Poke-demographic want.
