No. Nobody is born with any beliefs. Beliefs are acquired, whether through indoctrination or through open-ended exploration.
By telling me that whites are more violent than blacks, you're implying that the majority of white parents raise their kids to somehow tolerate violence more than black parents or value humanity less (seeing as that would cause white people to potentially be more violent than black people).
It's a sweeping generalization, and a fully inaccurate one at that.
