Saying VOD numbers or whatever "don't count" is like saying streaming doesn't count for music sales. We live in the age of streaming, and companies make money from VOD.
Obvs it went a bit down. Jessica left, Freak Show was considered a turn off.
Also, FS started that great because of the past ~glorious~ seasons, and FS ended being a mess, it decreased.
Considering it's like one of the highest rated eps in the shows history, you have to be really swimming in the deep end of the special pool to consider this as a "flop"

No one is comparing that, they are comparing the difference between coven finale and fs premiere, to fs finale to hotel premiere, which is fair since finales give people the idea of the hype to next season.
