But that doesn't answer my question, even if the price of tuition is nonexistent or cheap in various Western European countries, should I expect an automatic tax break because I lived there for a certain amount of years, even if I'm not a citizen?
Do you know why K-12 is free in the US even for undocumented residents? Because in 1981, the Supreme Court ruled that literacy (K-12) was a human right. So, at that point, it became illegal to turn kids away based on citizenship status. Is college a human right?
