What's supposedly delusional about turning down someone asking you for millions of dollars for something people usually get for free? Especially when the thing they're offering is something that's useless to you because you have nothing to use it for?
Y'all seriously need to start thinking before you post. "What?! Katy wont pay X Million dollars to promote an almost 2 year old album campaign?! What's wrong with her?!".
Really? Promise me y'all wont go into business.
It's not even like the promo is usually free. If the Superbowl is anything like any other promo spot then the record label are the ones who have to pay for all the props etc. that the performer uses whilst there, cuts are going to need to be made somewhere if you're expecting (struggling) record labels to pay millions for the chance to promote AND however much it is to put on a performance.
