Firstly, Gaga isn't going anywhere as she's selling out huge stadiums only 4 years into her career, when will Rihanna, katy..etc. She's built herself a huge and dedicated fanbase that won't die out anytime soon plus she has creativity and talent that others lack.
And to answer the op, Rihanna isn't the princess of pop. She doesn' write/co-write most ( 97% ) of her songs, she hasn't got alot of talent in singing or dancing and she isn't a good/reliable performer. I could go on.

I will not doubt Gaga and the fandom that surrounds her. I've noted many times that she is the first popstar since Britney to really breakout so hardcore. However, fans will leave as we have clearly witnessed in Gaga's last era itself. This tour will be successful just because of her initial start, but that fades over the years and she won't survive another blow. (And we have yet to see how she will do in America, where it matters the most at this point in her career.)
Rihanna, despite the argument on her input, creativity, performance value, has survived a lot without ever really "declining".
Rated R did hit below the built, but she/her team quickly hit the restart button with "Rude Boy", then "Love The Way You Lie", until she was back in the 100% commercial zone.
This is just another piece of the pop puzzle. Just because you do more behind the scenes than others doesn't make you the "better pop star". You're a product first (as Gaga is despite what amount of involvement she has). And your music can still be terrible, resulting in your demise. See Christina Aguilera.
