There's always a new "it" girl, nobody can maintain that status for very long by the very nature of the game, even if they continue dominating. The "it" girl is always some new, exciting prospect.
With a massive hit like Tik Tok, Ke$ha could have been it, but there just wasn't anything interesting or different enough there for people to latch on to, and the impact of her follow-up singles paled in comparison (and that wasn't due to Gaga, necessarily, because Telephone/Alejandro are not among her bigger hits).
Gaga got people talking in a way no pop star has been able to in a long time, and I don't think it's very realistic to say that was purely a result of Rihanna's leave of absence (which, as I said before, would have been the case even if she did follow-up with Loud).
That being said, I agree with people who say Gaga's impact has faded significantly so far this era. She kinda needs to do something to get people excited about her again sooner rather than later.
