Christina has been in decline since she debuted, there's nothing legendary about her. Her success is propped up by her debut album and its singles, she's achieved very little in the latter half of her career.

We're talking the next generation of legends people!!! Artists that have slayed for DECADES, NOT people who are in now....I'm talking timeless.
Michael Jackson, Elvis, Madonna, Whitney Houston, Mariah Carey, Tina Turner, Prince, The Beatles, Earth Wind & Fire, Rolling Stones, Aretha Franklin, Aerosmith!!!! Those are legends!!
Now, who applies today that has already reached legendary status - more than one decade of consistent success, and domination in areas outside of music:
Upcoming Legends: Beyoncé, Britney Spears, Jay-Z, Eminem, Usher
Those artists need no explanation or introduction. Whether it is successful music or business ventures - those artists above are trendsetters and innovators who lead in their respective fields. They bring ratings, achieve worldwide respect, and are the envy of those below them. All 5 of those artists are heading into their third decade in the music business and have shown ZERO signs of slowing down.
Notice how all 5 of those artists are relatively close as well.
Legends on the Bubble: Christina Aguilera, Justin Timberlake, P!nk
Christina would have been on the legendary list but the jury is still out. Christina's last album completely bombed, and before that, she had vanished (not just from the music industry, but the headlines as well). Her amazing voice would typically put her in the legend category, but her failure to convincingly unseat Britney in the early 2000s coupled along with her measly 4 albums over the past 10 years isn't very legendary. Her business ventures aren't well documented either.
Justin and P!nk are self-explanatory.

Well, I can agree about how Christina sometimes takes the wrong decisions, but overall, I do feel like she has done many extraordinary things. Apart from the #1 albums, #1 singles, #1 dvds, grammys, high grossing tours, etc, she has delivered so many great performances... for example, did you that her grammy performance in 2007 was voted as the 3rd best grammy performance of all time? And for example, as I said before, many teenagers who aspire to be singers have Christina as their role model, because of her voice, of her music, of what she brings to this pop world.
I could go on, and I know those were just 'little' examples, but for me, is from those exact 'little examples' where greater and better things can be achieved.

Britney is the second most successful female artist on that chart with 8 #1's. Madonna is #1.
Christina has 5 #1's and she's the lead artist on only three of them:

She has a great voice.
