Gaga is owning it right now no doubt and is currently huge, but the magnitude of her debut I find no bigger than Britney's. I'll definitely say worldwide success and Pop Culture phenomenon is without a doubt huge. I remember vividly Britney's debut and the girl simply was smashing everyone worldwide and has given us some of Pop Culture's most memorable moments. She was "THAT GIRL" during her debut and has proven to withstand the test of time as a consistent artist.
As for Beyonce, she had a big debut but no where near as big as Britney's and Gaga's, but where she had excelled in was getting better and better with her performances and Pop Culture star. She's without a doubt a force to be reckoned with.

britney gained more fans than gaga in her debut.. her imagine was very well planned and britney was always seen as A sweetheart . she is the nice and cute girl . everybody love britney .
gaga is loved for her music.. while britney can release a crap song and still debut at #1 , gaga can't

i think britney and avril are the last ones..
i don't like avril lavigne at all but everyone dressed like her when her debut album came out

When you think about it, there have only been a few female artists who had major pop culture impact with their first albums/eras:
Whitney Houston
Spice Girls
Britney Spears
Lady GaGa
Can some artists name any male artist that fits this bill? The Beatles easily come to mind.

Britney was way bigger than Gaga is now, EASILY.
Some people have that impression because we're living in the internet age and it's very easy to assess cultural impact nowadays, even if Lady Gaga farts we would know about its impact before it's even out. Like that Lady Gaga course, how would we know if Britney had a course in schools 10 years ago?
Honestly, you're forgetting how incredibly hard it was to be a global phenomenon before the internet age. Now even someone like Chris Crocker can reach a mini-celebrity status easily.
I think Gaga is bigger than Beyonce worldwide (it helps that she's a white pop star), but I'm not sure she's even bigger than Xtina back in the day
