Look at the picture again.
- Her hair is coming over her shoulder. The angle in which the picture was taken cuts the top of her head off. She has something wrapped around the majority of her hair leaving the rat tail out.
To a stranger she very well could have had her hair up in a ponytail by the looks of that picture.

Point is either way she has hair in the picture. So why comment telling her to grow hair when visible long hair is already exposed.
