I'd honestly feel the same way about that situation as I do with this.
I think most if not all have agreed here that the 'joke' wasn't funny.
Biebs has obviously grown up since as he was just a kid in this footage. He was immature, and hopefully has learned about the world / society since. You can't blame a child who may have lived in a racist household, you can only blame the parents and/or friends that he may have been surrounded with at the time (who seem to actually be in the background of this video).
No human is born a racist.
