The only ones I believe that could come close are Shania's Come On Over (according to Wiki - yes, I know it's a deeply unreliable source - it sold 3.4m in 1997, 8.9m in 1998, 15.2 million in 1999 and 6.4m in 2000) and MJ's Thriller.
Just wait for her third album effect 
at 21 being more relevant on newly released albums
