The only ones I believe that could come close are Shania's Come On Over (according to Wiki - yes, I know it's a deeply unreliable source - it sold 3.4m in 1997, 8.9m in 1998, 15.2 million in 1999 and 6.4m in 2000) and MJ's Thriller.
