When artist become overexposed they have outstayed their welcome. They are most likely doing too much too fast...album after album...song after song...there in all the mags and Blige might or might not get into movies and music or reality tv and it becomes too much for the public to take. If smart, it can be handled appropriately...I.e. madonna (never stayed too far away from the public eye), mariah in the 90s...rihanna, Jayz, lil Wayne, eminem to some degree Britney and beyonce ( but for those two they experienced drawbacks).
In some cases it has a negative impact where ppl rebel against you or become over you...jlo, gaga is recently starting to see it.
Some artist famously took breaks that would let them live and also make fans want them to fill the void once they left. I.e. Janet took year breaks...MJ took breaks...
Some breaks were too long and ppl lost interest...I.e.Christina
In terms of Katy, she was every this era and she is extending it...if she finishes the spring and summer out with the two singles and waits until summer of next year to drop an album I think she will be good. If she tries to release another album this fall it will be too much. Ppl need a break from an artist sometimes.
It's a slippery slope my friend.
