Explicitly mentioning all of the topics and themes that have been abused in the past only led to people reporting and whining about every little thing, so that's why it's now all under the umbrella term "shockingly offensive". People will just have to use some common sense. The moderators will decide on a case by case basis whether something has crossed the line. That particular example to me has not.
