yeah January-February, April, August and October are weaker periods in the chart year which is why it's easier to score 10 week #1s after the holidays if you've laid the groundwork for the song to be a hit.
Also, Bieber and taylor songs had lesser competition releasing their songs around the end of August to debut at #1.
March, May (to get that summer hit), Sept and November are key times to release singles and albums so the off months are good for artists to sneak in while songs are close to or starting to peak.
So many songs will fall next month after the "summer" playlist is purged for new material
