I think it would be a good idea to remove the red reminder which links to the thread sometime midweek and put a new one in place (doesn't matter if message stays the same). Basically a lot of people would have thought of upgrading when they saw it, but likely to have pressed on [x] to remove it (since it's annoying seeing it on every page) thinking they'd do it later in the week and forgot about it by now. A new reminder would bring in those who were hesitant about getting it and those who forgot they planned on getting it
