No she isn't. Music (especially 90's music) would have been VERY different without SLTS. Music without Beyoncé would hardly be any different at all. Apart from the fact that there would be a few less trash, reductive, local songs.

The brain dead on ATRL will learn to look past fads (the majority of hit singles) when they grow up well into their adulthood and see that Beyoncé was the bigger superstar than talentless hacks like Katy, Rihanna, Gaga, etc.

Umm, I couldn't even tell you what that #1 was so I don't know who's calling her a legend.
Beyoncé is a fad, her gimmicky release marketing technique showed that she couldn't sell normally, so had to use the surprise factor. It will only work once though and she's already used it up. Poor her.

Multiple arenas are more flexible that way.
If you know you could fill a stadium and then some, you can just do 5 or 6 arena shows instead. That way you have more tickets in hands (because there's more seats available in 6 arenas as opposed to 1 stadium), and you don't risk a second stadium date not completely selling out
