JT's Suit & Tie, Mirrors, My Love, What Goes Around,... Miley's We Can't Stop, Wrecking Ball, The Climb, Countless Britney's singles, and many more barely reach 3M or don't even reach 3M. Those songs are still hits.
Sale is not the only thing to determine if a song is a hit. Impact, Acclaims, .... Need to be taken into the account.
