She could have said: ARTPOP's deadline is sept 29th. Cover and Tracklist are coming sometime after that.

Agreed, I'm not mad about us not getting the track list today because I know it has to be perfect. But she needs to stop telling us dates if she isn't 100% sure they're gonna happen. That way her fanbase isn't on the edge of their seats all day waiting for something that won't come to fruition.
