I think that's just her being stupid and not knowing anything about the show. The only time there's been a vote is the first episode of 10 when they made Jerry HOH.
The twist is a bit lame. There'll be so many "going with the house' votes or people thinking they're being elusive by throwing HOH to not risk losing it later and having blood on their hands.
At the same time it could be interesting to see and messy. Logically this would only be entertaining with vets.
