This isn't what it looks like. Paper.li is a service where you can have it collect articles or links shared by your Twitter TL into a newsletter-esque website. So if Lucia RT'd that PR101 binder link, and her tweet was reasonably popular in proportion to whoever Steve Virtue follows, her link would wind up in his newsletter.

I have "stories by (me)" show up in various Paper.Li tweets all the time and I ain't never submitted nothin' to nobody
