He promo is usually announced by now. I'm expecting a press release any day. If there's anything Jive could do it was get a press release out. Sure, it may have incorrect facts but at least it was something to hold on to. This is the least we've got to learn about a Britney era before the first single, so naturally most people are thinking the promo is going to hit hard leading up to the album.
Her usual ABC circuit usually starts with GMA and goes on to Kimmel.

At this point, I believe the countdown is clearly meant to announce everything related to the new era, and that would include promo spots. In other words, it's a "press release", but done in a bigger way.

10,534,000, "...Baby One More Time," 1999 (No. 1, six weeks)
9,184,000, "Oops!...I Did It Again," 2000 (No. 1, one week)
4,336,000, "Britney," 2001 (No. 1, one week)
2,970,000, "In the Zone," 2003 (No. 1, one week)
1,575,000, "Circus," 2008 (No. 1, one week)
1,347,000, "Greatest Hits: My Prerogative," 2004 (No. 4)
967,000, "Blackout," 2007 (No. 2)
100,000, "B in the Mix: The Remixes," 2005 (No. 134)
Those are pretty old and each album has sold at least 30,000 more copies.
There are some updated receipts on the last page, and we'll probably get updates from Billboard soon.

I think Kworb and everyone else predicting over 500k in sales for WB are overreacting.

BOMT is at 14M, Oops is at 10M (if we include BMG sales tho). In the zone passed 3M mark. Circus is really close to 1.8M. Blackout passed 1M.

These are Soundscan numbers from the U.S. before Femme Fatale was released. We've already had it confirmed that ITZ has passed 3 million, Circus is over 1.7 million, etc. They also don't include Sony BMG, which was a huge music service back in the day. Her worldwide numbers are closer to 80 million than 100.
