It may be too early year wise, but she's already the second most awarded female in the VMA department and will surely surpass Madonna soon. If anyone should get the award, it's her. But really, the Video Vanguard Award is basically MTV's way of saying "you've have your run and now we're done with you" and we don't want that.
The MTV comeback is pretty much a guarantee at this point. Gaga has alluded to a VMA comeback a couple of times and we all know MTV will bow at her feet and do what she wants. I have no idea why people seem to think it's unlikely. As more and more time passes, it's becoming clear that Gaga's keeping her mouth shut until it's time for everything to happen. I'm thinking she's been watching Kanye, Taylor, Justin, and Jay Z and is gonna announce something right before it happens. And although she will probably continue to work on the album until it's time to turn it in, I think it's safe to say she's pretty much done at this point now that we see her walking around New York and doing nothing.
I thought she was dead the other day. 
Madonna got hers in 1986 just 3 years after her debut, I don't think it's too early for Gaga.
