Well a lot of the problem can be attributed to the fact that the HWR artists usually only fly overseas the week before the single is released to promote. After that, they don't return to the country until the second single or first single off the next album.
If the label tried to fit in more visits throughout the course of an era, one of them could finally breakthrough over there. Unfortunately that takes some time & dinero.
