If she wants a #1 and also decent sales, I'm not sure when is the best time to release.
Edit: if she released on Jan 13 and there are no big name releases on Jan 20, she could get the #1 spot for 2 weeks+
if she wants to appear at some of the big festivals she really needs to release in Q1.
Do the festival promoters sign artists that haven't released new music and aren't likely to release before the festival?
The last Coachella lineup was published in the first week in Jan 2016.

It might be longer than 40 minutes, but I'd be surprised to see her liking a tweet about "not incl too many songs" if she was working on an album with 20 tracks.
