The remix albums/Cherrytree Sessions/Very Gaga Holiday add another 1.4-1.5 million albums
It's soo hard to find separate sales for TF and TFM, but sales TF+TFM:
US: 6.2M
UK: 2.9M
Japan: 1M
Canada: ~0.88M
Germany: ~1M
France: 0.664M
Australia: ~0.6M
Brazil: 0.213M
13.5M in just these markets alone. 16M estimate for TF+TFM is underestimated IMO, that would imply it only sold 2.5M outside these markets when it was a megasmash everywhere, and it was much more global than an average Western album.
I remember watching a video where Gaga received a certification for 10M albums sold at one of her shows in late/2009/early 2010. And TFM sold 5.8M in 2010.
Regardless of how The Fame and The Fame Monster are split, though, it technically proves Gaga had really consistent album sales through her first three eras and that her first real decline was with ARTPOP.
Since breaking in 2008, Lady Gaga has sold over 27-million albums, 130-million singles, and over 4-million tickets globally to her award-winning live performances. Lady Gaga has won a total of 6 GRAMMY AWARDS - her most recent this week for Best Traditional Pop Vocal Album for Cheek To Cheek, her 2014 collaboration with Tony Bennett, which debuted at #1 on the Billboard Hot 100.

To be honest, we haven't got WW sales for months. Suffice to say it's tapping out somewhere at the 2M mark and not getting far above that. Mediatraffic underestimates her other releases WW so it's hard to know. I'd say it's shipped somewhere around 2.7-2.8M copies.
She's sold over 5M tickets based on TMB press release and her boxscores/Pollstar for BTWB and artRAVE. >5.2M when you count Roseland, TFB headlining gigs, etc.
