Hmm, I think what they're talking about is RELEASING music to the general public. There's a certain difference there. CLLG and Stache were not GP releases. I'm sure fans and some of the GP knew about them through the tour and certain blog sites/friends and casual fans. But i'm sure it isn't like it would be if Gaga released it as her lead single where it were to be released to a radio station and to iTunes for public release. There is a certain amount of difference there.

Edit: and I can attest, people from all sorts of sources have claimed way before that ARTPOP would be a surprise and that we wouldn't be given as much notice.
