Because it's awesome and I don't think using a real horse is logical or even legal.
I think "copy" is a strong word. Gaga's horse was custom-made using special theater/puppet technology, so it's not like it's something that's common for people to use. I think whoever put her show together saw Gaga's horse and liked the way it looked and operated. There's nothing wrong with it and there's nothing wrong with pointing it out as long as it's not trying to be shady and annoying.
I wonder if Jim Henson studios did Katy's horse too.

Yeah, for a lot of reasons. Sometimes artists don't want to be bothered by cameras and such while they're backstage. I know Katy's last tour rider stated workers weren't allowed to look her in the eye so banning technology isn't unusual or a stretch.
I just realized Thinking of You is still in the setlist
