I was literally going to post the same.
I just went through Next Top Member thread, and there was plenty of off-topic discussions there.
I don't think ceasing off-topic conversation is the answer to the problem. t.A.T.u got his well deserved warning, and now we can proceed as usual. Normal, "off-topic" conversation is just a part of these games, there's no way we can not go off-topic, and if you spent any significant time in the Games section, you'd know that.
